Surely something in Odaiba must be open
I do recommend the ride on the automated train as a way to see the skyline of Tokyo and not have to walk around much. It's also interesting to see the islands in the bay. Some with interesting architecture and some with huge empty lots.
I took the train to the end of the line at Toyosu because there was nothing else to do. Everything was closed, very few people were around. There were only a couple passengers on the train. Imagine going to Tokyo and there is nothing to do. Can you?
